I have spent twenty-eight years buying and auditing European hotels, first at Thomas Cook and TUI, and Malta is where I most often talk a customer out of all-inclusive. Not because the hotels are poor — several are very good — but because Malta is a small island with excellent restaurants, and paying for dinners you will not eat is a strange saving. When it does make sense, it makes a lot of sense.

Why Malta works for all-inclusive

All-inclusive on Malta sits in two places — the St Paul's Bay and Qawra strip, and Mellieħa a little further round — and that is not an accident. Those are the areas with room for large resorts, a promenade and a genuine beach; elsewhere the island is built for people who eat out. So the case here is specific: a family holiday where the resort carries the week, a fixed budget in a country whose restaurant prices are closer to Britain's than Turkey's, or a shoulder-season break when you would rather not walk to dinner in the rain.

Location

Where exactly to stay

For all-inclusive the choice is St Paul's Bay and Qawra or the bay at Mellieħa. Qawra gives you a long promenade, buses into Valletta and most of the island's family resorts. Mellieħa gives you Malta's biggest sandy beach and a quieter, hillier setting, further from everything.

The rest of the island is not an all-inclusive proposition and is better booked on room-only or bed and breakfast. the seafront at Sliema is the shopping-and-ferry base, St Julian's and Paceville the nightlife one, and the island of Gozo a slower, greener island reached by ferry. Practical

What to know before booking

  • Flights and transfers. Malta International (MLA) is small and quick, and nowhere is more than about forty-five minutes away. Your airport transfer is included.
  • Malta's coast is rock, not sand. Most swimming is off lido platforms and rocky shelves into very clear water. Only a handful of proper sandy beaches exist, and Mellieħa has the largest.
  • Drink inclusions are narrower here. Maltese all-inclusive typically covers local beer, wine and spirits during set hours. It is rarely the twenty-four-hour arrangement you get in Turkey.
  • Season runs long. May to October is reliable and the shoulder months are genuinely warm. Winter is mild but the sea is not swimmable.
  • Entry and health. Malta is in the EU and Schengen, so passport validity rules apply and entry requirements change from time to time — recheck the official guidance before you fly, and arrange arranging suitable travel insurance alongside a UK GHIC.

Questions

Frequently asked questions about Malta

Is all-inclusive worth it in Malta?
It is worth it if you are travelling with children, sticking to one resort area, or want a fixed budget. It is not worth it if you intend to explore, because Maltese restaurants are one of the island's genuine pleasures and you will end up paying twice.
How many all-inclusive hotels does Malta actually have?
Very few by Mediterranean standards, and four sit in our programme. Malta's hotel stock is dominated by bed and breakfast and half board, which is why this list is short and specific.
Which is better for families, Qawra or Mellieħa?
Mellieħa if a sandy beach matters most; Qawra if you want a promenade, shops and easier bus links. Both have proper family resorts. Our our child-friendly hotel selection explains what we look for beyond the location.
Can we visit Gozo on an all-inclusive stay?
Yes, easily. The ferry runs frequently from Ċirkewwa at the north tip, close to both Mellieħa and Qawra. You will simply be buying lunch on Gozo rather than eating at the hotel.
Is Malta expensive?
Not compared with western Europe, but noticeably dearer than Turkey or Egypt for food and drink. That gap is the strongest practical argument for all-inclusive here.
